Fred Campbell

Fred Campbell is the director of CEI's Communications Liberty and Innovation Project. Campbell is the founder of FBC Enterprises LLC, former President and CEO of the Wireless Communications Association International (WCAI), and an adjunct professor at the University of Nebraska College of Law. He previously served as Wireless Bureau Chief at the Federal Communications Commission (FCC) and as Wireless Legal Advisor to FCC Chairman Kevin Martin. In those positions he developed and implemented innovative wireless broadband policies for the United States. His accomplishments include the 700 MHz Auction, the largest and most successful spectrum auction in the history of the FCC, which raised a record $19.6 billion in gross bids; the AWS-1 Auction (the second largest auction in FCC history); anonymous bidding; and a revised spectrum aggregation screen. Prior to holding these leadership positions, Campbell served as an attorney advisor in the FCC’s Wireline Competition Bureau. Before joining the FCC, Campbell was a communications associate at Harris, Wiltshire & Grannis; a litigation associate with Wolfe Snowden; and a judicial clerk for Nebraska Supreme Court Justice William M. Connolly. He earned his B.A. from the State University of New York and his J.D., with high distinction, from the University of Nebraska College of Law.
