Ed Kutler

Ed Kutler is Senior Partner at Clark & Weinstock. He has more than twenty years experience as a consultant in the research, development and implementation of national public policy. Ed advises clients across a wide range of issue areas, including financial services, foreign policy, Wall Street advising, and health care. He has represented the American Association for Advertising Agencies, the American Institute of Certified Public Accountants, Microsoft, United Arab Emirates, JP Morgan, PhRMA - the Pharmaceutical Research and Manufacturers of America, Guidant, and Sallie Mae. Before joining the firm, Ed was a senior advisor to the Speaker of the House of Representatives. Working with the Speaker, Ed was responsible for coordinating the activities of the Congressional committees and leadership offices on a wide range of issues, including health care, Medicare, trade policy, environmental and resource policy, and tax policy. As one of the Speaker's closest aides, Ed worked with the White House, Senate leadership and committee chairmen, as well as with other national leaders to conceive, craft and enact significant national legislation. In addition, Ed negotiated several trade matters with the White House and Office of the U.S. Trade Representative, including language governing the oversight of the World Trade Organization in the GATT, and "fast track" language. Another key part of his Capitol Hill experience was serving as director of the task force that led to the development and passage of the budget bills of 1995 and 1997. He also played an active role on House passage of NAFTA and GATT. Prior to his service with the House of Representatives, Ed was a consultant to the Federal Trade Commission and served as a senior research associate and assistant director of the Center for the Study of Energy and Environmental Policies for the American Enterprise Institute. Ed holds an M.A. in political science from Columbia University, where he graduated cum laude from Columbia College and was the recipient of the President's Fellowship. He has completed his academic studies and examinations for the degree of Ph.D. in political science from the University of Michigan, where he received both an Earhart Foundation and a Rackham fellowship.
