Sheree R Kanner

Sheree Kanner's practice focuses on matters involving clients in the health care industry. Prior to joining Hogan & Hartson in 2003, Sheree was Chief Counsel in two successive administrations for the Centers for Medicare & Medicaid Services (CMS) in the U.S. Department of Health and Human Services (HHS). In that capacity, she served as the principal legal advisor to the Administrator of the CMS on all Medicare, Medicaid, State Children's Health Insurance Program, and HIPAA issues, including coverage, reimbursement, fraud and abuse, managed care, and antitrust matters. In addition to counseling the CMS Administrator, Sheree frequently advised senior officials in the HHS, including the Secretary and Deputy Secretary. She also supervised a staff of 60 attorneys who provided legal services to the CMS. During her government service, Sheree served as a liaison between the CMS and the U.S. Department of Justice (DOJ) on Medicare and Medicaid fraud matters and represented the HHS on several high level interagency workgroups established to harmonize and integrate executive branch policy. She was a member of the Executive Level Fraud Workgroup, which coordinated Medicare and Medicaid fraud efforts among the CMS, the HHS Office of the Inspector General, and the DOJ. She was also the HHS representative to the White House National Economic Council’s Antitrust Workgroup. Prior to serving as Chief Counsel for the CMS, Sheree headed the Medicare/Medicaid Fraud and Abuse Team for the Office of the General Counsel, HHS and supervised Medicare and Medicaid litigation for the HHS. Before that, Sheree was associated with the health group of another major law firm in Washington, D.C. She began her legal career as an attorney with the Office of the General Counsel at the HHS. Sheree is a frequent speaker at national health law conferences and has written extensively on Medicare and Medicaid issues.
