William Nordwind focuses his practice on government relations and regulatory and legislative affairs, with a concentration in telecommunications policy matters. His background includes more than 15 years on Capitol Hill, including, most recently, more than five years as Counsel and Policy Coordinator to the U.S. House Energy and Commerce Subcommittee on Telecommunications and the Internet, chaired by Representative Fred Upton (R-MI). In this capacity, Mr. Nordwind advised Chairman Upton and subcommittee members on all aspects of telecommunications policy and coordinated all of the Subcommittee's hearings, legislative activities, and oversight of federal agencies within the jurisdiction of the subcommittee, including the Federal Communications Commission and the Department of Commerce's National Telecommunications and Information Administration (NTIA). During his tenure as subcommittee counsel, Mr. Nordwind helped shepherd through the legislative process significant legislation, including the Communications Opportunity, Promotion, and Enhancement Act of 2006, the Truth in Caller ID Act of 2006, the Digital Television Transition Act, the Junk Fax Prevention Act of 2005, the Broadcast Decency Enforcement Act of 2005, the E-911 Implementation and Efficiency Act of 2004, the Commercial Spectrum Enhancement Act, the Controlling the Assault of Non-Solicited Pornography and Marketing Act ("CAN SPAM Act"), the Dot Kids Implementation and Efficiency Act of 2002, and the Auction Reform Act of 2002. Prior to serving as subcommittee counsel, Mr. Nordwind served as Representative Upton's Deputy Chief of Staff/Legislative Director/Counsel, handling a wide variety of legislative issues and staffing Rep. Upton in his capacity as the then-Chairman of the U.S. House Energy and Commerce Subcommittee on Oversight and Investigations and Co-Chairman of the House Automotive Caucus. In addition, Mr. Nordwind served as Legislative Director and Counsel to Representative Deborah Pryce (R-OH), a member of the House Republican Leadership. Mr. Nordwind offers his clients not only significant substantive knowledge of federal policy and lawmaking, but also a keen understanding of the procedural workings of Congress.
