Robert Kapla

Robert Kapla advises foreign sovereigns on U.S. foreign policy and provides strategic counsel on how best to enhance their relationships and advocate their policy objectives with the Legislative and Executive Branches of the U.S. Government. In particular, he assists foreign governments on matters including international trade and trade policy, international development, foreign aid, debt relief, foreign investment, energy development, national elections, territorial disputes, and international treaty negotiations. Mr. Kapla has experience representing governments located in Eastern Europe, Africa, Central Asia, and East Asia and the Pacific. In addition, Mr. Kapla counsels U.S. and non-U.S. companies on international trade matters before the U.S. Congress, the Office of the U.S. Trade Representative, the Departments of Treasury and Commerce, and the World Trade Organization. He has participated in various aspects of the trade legislative process including drafting legislation and working with congressional staff and the Executive Branch to pass or oppose legislative measures. He also provides guidance to multinational companies on matters including international law, government contracting and relations, and policy issues around the globe. In addition, Mr. Kapla counsels U.S. companies concerning entry into foreign markets. Moreover, Mr. Kapla navigates and interprets the complex legislative and regulatory issues often associated with doing business in the U.S. He counsels foreign companies with interests in the U.S. to focus their objectives and leverage their resources to accomplish their business goals. His grasp of the legislative process allows him to develop, implement, and manage targeted legislative strategies aimed at enhancing the economic success of his clients. Mr. Kapla also provides strategic counsel to assist clients in understanding and traversing the often confusing U.S. federal agency decision making process. Before joining Patton Boggs, Mr. Kapla served in The White House and the U.S. Department of Justice.
