City Council. Responsible for: development and oversight of a $110 million annual operating budget;
$120 million capital improvement program; and, leadership of an organization of over
700 employees. Oversaw delivery of police, fire, emergency medical, public works, parks
& recreation, community development and library services. Appointed, supervised and
removed department heads. Developed recommendations for five-member elected city

Accomplishments include: development of city facilities including: 90,000 square foot
library, 45,000 square foot police station, two fire stations, several parks and a train

establishment of a public/private partnership to provide emergency medical service to
twenty-one communities; planning and processing for numerous private developments
including a downtown theater, shopping center, large office developments and
residential developments; developed economic development and business assistance
programs; and implemented performance-based management systems including
competitiveness, results-based compensation and customer service programs. |
