Duties, as laid out in the Philadelphia City Charter: § 3-1000. Finance Panel. "The Finance Panel shall consist of the President of the Philadelphia Clearing House Association, the Chairman of the Philadelphia Chapter of the Pennsylvania Institute of Certified Public Accountants, and the Dean of the Wharton School of Finance and Commerce of the University of Pennsylvania who shall be chairman thereof. Purposes: The Finance Panel, which is to recommend to the Mayor individuals from among whom one is to be appointed as Director of Finance, is composed of representatives of organizations concerned with and experienced and interested in the operation to be supervised and conducted by the Director of Finance." Note: As of 12/31/17 I have been unable to find any online record of the current composition and activity of this panel. Addition: "If the Mayor refuses any of the candidates suggested by the nominating panel, he may ask the Finance Panel to submit additional lists until he finds an acceptable choice. (3-1003) The Charter does not require theMayor to reveal the names on the nominating panel lists to the public.
