About Us Twin Peaks Partners LLC is a consulting firm in Longmont, CO founded by principles Ellen Eliason Kisker and David Kisker. Ellen is an expert in several fields including Welfare Reform and Early Childhood Development. She has collaborated with numerous experts on a diverse list of topics. Ellen is the Managing Partner for TPP. Dave Kisker provides consulting services in the technology areas of semiconductor fabrication, materials science and intellectual property related to those fields. He has over 30 years of experience in the process development and fabrication of devices as diverse as low-noise silicon transistors to high performance vertical cavity lasers.
