The panel will present Social Finance’s research on the feasibility of Pay for Success (PFS) models to expand civil access to justice using outcomes or performance-based financing structures that direct public and private dollars to what works. Will committing to outcomes force us to focus? Will it invite creaming? Is there even an evidence-base for our work?
