It is particularly important to realize the informationization and intelligence of the highway and the construction of the data exchange platform. The “Digital China Construction and Development Report (2017)” proposes joint construction and sharing to make information development better for the benefit of the people. The “13th Five-Year Plan for the Development of Modern Comprehensive Transportation System” issued by the State Council proposes that informationization and intelligent development will run through the entire chain and links of transportation construction, operation, service and supervision, and promote cloud computing and big data. Internet of Things, mobile Internet, intelligent control and other technologies are deeply integrated with transportation. The Ministry of Transport issued the Action Plan for Promoting Smart Transportation Development (2017–2020), which requires the establishment of a sound cross-regional and inter-departmental information sharing and exchange system to achieve inter-provincial linkage management and services.
