At the heart of the decision to create the State Corporation was the intention to support Russia's industrial complex through hard times and make home industries competitive on the world markets. On November 23, 2007, Russian President Vladimir Putin signed Federal Law № 270-FZ " On the State Corporation for the Promotion of the Development, Manufacture, and Export of High Tech Products "Rostec."
