Neil I. Guiles, was born and raised on a farm in what was rural Vestal in the “50’s. In addition to facilitating the growth of Vestal Asphalt in to a multi-million dollar a year business, Neil has been an active in the community, including 10 years as a Town Board Member and Deputy Supervisor for the Town of Vestal. He has been a member of the Vestal Rotary Club for 27 years and is a Past President . Neil is current chairman of the Vestal Welfare Committee, a program of Vestal Rotary that does an annual Christmas food basket for the needy. Neil has been recognized as a Paul Harris Fellow, a recognition given to those Rotarians attaining the highest level of community service. In addition to the local community, Neil is very active in the asphalt emulsion industry, contributing his time and technical knowledge to a number of organizations. He is a past president of Asphalt Emulsion Manufacturers Association (AEMA) and the International Slurry Surfacing Association (ISSA). He is Past President of Liquid Asphalt Distributors Association of NY (LADA) and Pennsylvania Association of Asphalt Material Applicators (PAAMA). Neil is currently a member of the International Technical Committee of the AEMA and chairman of the ISSA’s Technical Development committee. He remains chairman of LADA’s Slurry Seal/ Micro-surfacing Technical committee and recently appointed to the Citizen Advisory Board representing PAAMA to the Pennsylvania Department of Transportation. Neil has written numerous technical papers on emulsion technology as well as asphalt emulsion test methods for American Society of Testing and Materials (ASTM). He is currently a member ASTM D04 Committee on Road and Paving Materials and chairman of D-3910 ,sub-committee on Slurry Seals
