His father was the village police chief. After graduating from Hofstra University in 1941, he served in the Army in World War II. He married his high school sweetheart, Mary Fullerton, in 1943. Soon after receiving his law degree from Columbia in 1949, Mr. Grover opened a law office in Babylon. He served on the local school board and, in 1957, was elected to the State Assembly, serving six years. Besides his wife, he is survived by a son, James; three daughters, Jill Hoyler, Nancy Grover de Chatrette and Jean Hand; 8 grandchildren; and 10 great-grandchildren. Ms. Hand said Mr. Grover died of congestive heart failure.
