Before joining Promontory, Stuart worked for two decades at the Bank of England and the Financial Services Authority. He served most recently as the FSA's Head of Major Insurance Groups Regulation. In that role, he led a team of 70 people with responsibility for oversight of business conduct at the largest insurance groups in the United Kingdom. He introduced an enhanced approach to the prudential regulation of the largest insurance groups following the market crisis and oversaw implementation of Solvency II for major insurance groups.
