Roger Cliff is a non-resident Senior Fellow at the Center for Strategic and Budgetary Assessments. Prior to joining CSBA, Dr. Cliff worked for the Project 2049 Institute, the RAND Corporation, the Office of the Secretary of Defense, and VERAC, Inc. He has authored, co-authored and edited twelve research monographs and sixteen journal articles, book chapters and op-eds. Dr. Cliff received his Ph.D. in International Relations from Princeton University and holds an M.A. in Chinese Studies from the University of California, San Diego, and a B.S. in Physics from Harvey Mudd College. He is fluent in written and spoken Chinese.
