Dr. John E. Whitley is an economist and public policy expert. Whitley has been a Senior Fellow at the Institute for Defense Analyses and was Director of Program Analysis and Evaluation at the Department of Homeland Security from 2008 to 2010. He worked as an Operations Research Analyst at the Office of the Secretary of Defense and served in the U.S. Army from 1988 to 1992. Mr. Whitley served in the United States Army, and completed the Ranger Indoctrination Program, Ranger School, Parachute School, Special Forces Assessment and Selection, the Primary Leadership and Development Course, Special Operations Medical Course, and the Basic Non-Commissioned Officers Course. He is a graduate of Virginia Tech and holds a Ph.D. in economics from the University of Chicago. He has taught at the University of Adelaide and George Washington University.
