Alexander Annett

Alexander Annett assists businesses in developing innovative federal procurement programs.  He counsels clients on participation in programs offered by the U.S. Small Businesses Administration (SBA), including 8(a) and Small Disadvantaged Business certification.  Mr. Annett also counsels large and small disadvantaged businesses on the SBA’s’ 8(a) mentor-protege program and in forming strategic teaming arrangements to pursue government contracts.  He advocates before Congress and federal agencies, including the departments of Energy, Homeland Security, Commerce and Labor. Mr. Annett’s international trade experience includes matters involving World Trade Organization (WTO) trade liberalization requirements and Free Trade Agreements (FTAs).  He represents large and small U.S. companies seeking to expand access in export markets.  He has been active on legislative matters such as the implementation of Trade Promotion Authority, U.S. - Singapore FTA, U.S. - Australian FTA and U.S. - Central American FTA. Mr. Annett handles trade matters before the Office of the U.S. Trade Representative, Department of Commerce, Department of Treasury and Congress. Before joining Patton Boggs in 2001, Mr. Annett served as the Deputy Manager of the Victory 2000 program at the Republican National Committee, managing a national grass roots outreach, voter identification and turnout program. Previously, Mr. Annett served as an Environmental and Regulatory Policy Analyst for The Heritage Foundation.  During his tenure, he advocated for smaller, less intrusive government.  Mr. Annett’s works have appeared in numerous publications.
