Barry Carter

Professor Barry E. Carter passed away on the evening of January 15, 2014. Mr. Carter also was a former deputy undersecretary of the Commerce Department for export administration. In that job, he administered and enforced trade and nonproliferation laws. At Georgetown, he was director of the Center on Transnational Business and the Law. Barry was born in Los Angeles on October 14, 1942 to Byron and Ethel Carter. He graduated from Stanford University in 1964, received a master’s degree in 1966 from Princeton University’s Woodrow Wilson School of Public and International Affairs, and graduated from Yale Law School in 1969. He was an Army officer, a Pentagon program analyst and a member of Henry Kissinger’s National Security Council staff before joining the Georgetown law faculty in 1979. He took a leave of absence to serve at the Commerce Department during the Clinton administration, then returned to Georgetown. He was a member of the Council on Foreign Relations and the St. Albans Tennis Club He is survived by his wife, Kathleen A. Ambrose, his children, Gregory Ambrose Carter of New Orleans and Meghan Elisabeth Carter of Mission, Texas, and his brother, Michael Carter of San Francisco, as well as a large extended family of in-laws and nieces and nephews.
