John Kelliher

Mr. Kelliher served as Chief Counsel for the Committee on Ways and Means from 2001 to 2003. As Chief Counsel, he was responsible for managing the legislative process for the Committee. Mr. Kelliher acted as a primary advisor to Chairman Bill Thomas (R-CA) on policy issues, political strategy, and procedural tactics. During his tenure at the Committee on Ways & Means, significant legislation was enacted including tax bills in 2001, 2002, and 2003, the Trade Act of 2002, and the Medicare Modernization Act of 2003. Throughout 2000, Mr. Kelliher served in a variety of legal positions for the Republican Party and the Bush-Cheney Campaign. He began the year as Chief Counsel for the 2000 Republican National Convention in Philadelphia. After the Convention, he provided legal work to the National Republican Congressional Committee, the Bush-Cheney Campaign, and finally the Bush-Cheney Inaugural Committee. From 1996 to 1999, Mr. Kelliher worked as Counsel and Chief Counsel at the Committee on House Administration. Mr. Kelliher graduated from Princeton University in 1990 and then served three years of active duty in the U.S. Army as a Field Artillery Officer. He graduated from Boston University School of Law in 1996. Mr. Kelliher was raised in Melrose, Massachusetts.
