Thomas L Mills

Thomas Mills is the managing partner of Winston & Strawn's Washington, D.C. office. He concentrates his practice on the legislative and regulatory aspects of health care and maritime law. Since he began practicing in 1975, Mr. Mills has frequently represented ship operators and builders on corporate and regulatory matters before various federal agencies, including the White House, OMB, Maritime Administration, Federal Maritime Commission, U.S. Customs Service, Export Administration, Military Sealift Command, the U.S. Coast Guard, and the Department of Defense. He also represents maritime clients before federal courts and Congress. In the health care area, Mr. Mills has extensive experience with Medicare anti-kickback and self-referral issues. He primarily represents individual and corporate providers of health care services before Congress and the executive branch. He also is a frequent speaker on legislative and regulatory issues before trade associations and corporate and physician groups. After tours on the U.S. Coast Guard Cutter VALIANT and at Coast Guard Headquarters, Mr. Mills began the practice of law in 1975 at Kominers, Fort, Schlefer & Boyer. He became a partner in 1980, and managing partner in 1983. In 1985, Mr. Mills established a new firm, Dyer, Ellis, Joseph & Mills, where he practiced until accepting an offer to head the health care practice at Winston & Strawn. Mr. Mills is also a member of the American Bar Association and the District of Columbia Bar, and is the director of the National Maritime Alliance. He is chairman of the board of directors of the U.S. Coast Guard Academy Alumni Association and has served on the board of trustees of the U.S. Coast Guard Academy. In addition, Mr. Mills has served, and continues to serve, on boards of directors of public and private companies. Mr. Mills received a B.S. from the U.S. Coast Guard Academy in 1970 and a J.D., with honors, in 1975 from the George Washington University National Law Center, where he was a member of the Law Review. Mr. Mills has been a featured speaker before various groups and organizations concerning health policy matters as well as legal and legislative issues impacting the health care industry, including televised panel discussions concerning fraud and abuse laws with the general counsel of the Office of Inspector General of the U.S. Department of Health and Human Services.
