Phillip L Mann

From 1973 through 1975, Mr. Mann served first as Deputy Tax Legislative Counsel and then as Tax Legislative Counsel of the Department of the Treasury.   He has served twice on the IRS Commissioner’s Advisory Group, as Chairman from 1987 to 1988 and again from 1994 to 1996. Mr. Mann is consistently recognized for his work in the area of Tax Controversy, including in publications such as Chambers USA, Who's Who Legal, The Guide to the World's Best Tax Advisors,  and Best Lawyers in America.  He is President of the American Tax Policy Institute, an educational organization providing independent tax policy research, and is a past Chair of the 19,500-member Section of Taxation of the American Bar Association (ABA).   From 2000-2003, he acted as the ABA Tax Section’s Division Coordinator for the Large and Mid-Size Business (LMSB) Division of the IRS.  In that capacity, Mr. Mann served as the Tax Section’s liaison to the LMSB Division and assisted in coordinating the Section’s law improvement activity responsive to the LMSB.  Mr. Mann is also a past Chair of Miller & Chevalier’s Executive Committee. Mr. Mann lectures frequently on substantive tax subjects affecting large corporate taxpayers, the energy industry, and the financial services industry, as well as tax policy and tax legislative issues.
