Chip serves as the managing shareholder of the Firm and Chairman of its Board of Directors. With more than thirty-five years of providing counsel on environmental matters to both private and public clients, including Fortune 500 companies, he focuses his practice on compliance and permitting issues and federal and state enforcement matters. Chip is a nationally recognized authority on Clean Air Act issues. He has handled complex permitting and compliance issues at federal, state and local levels. He assists clients in negotiating acceptable settlements in environmental enforcement cases that involve significant demands for civil penalties and injunctive relief. He represents clients in administrative and judicial hearings at the state and federal levels and has presented environmental issues before the Third, Fifth, Sixth, Seventh, Ninth and D.C. Circuit Courts of Appeal. He was admitted to the Pennsylvania Bar in 1973 and to the West Virginia Bar in 2000. Among many other honors, Chip was named the Best Lawyers' 2012 Pittsburgh Environmental Law Lawyer of the Year. His community involvement includes acting as chairman of the Advisory Committee for the University of Pittsburgh School of Law's Environmental Certification Program and serving as a member of the Allegheny County Health Department Air Pollution Control Advisory Committee, among others.
