Andre Hollis

From August of 2001 to October of 2003, Mr. Hollis served as Deputy Assistant Secretary of Defense for Counternarcotics. As the senior advisor to the Secretary of Defense for these projects, Mr. Hollis developed and managed the Department's extensive domestic and international counternarcotics efforts. In doing so, Mr. Hollis transformed the 179 programs and annual budget in excess of $1 billion dollars to combat narco-terrorism and the global trafficking of arms, weapons of mass destruction and terrorists. Mr. Hollis was the senior Department official responsible for efforts to train and equip security forces in Colombia, Afghanistan, Thailand and throughout the United States. He also developed and implemented the Department's foreign consequence management efforts. Mr. Hollis developed and maintains extensive contacts within and outside the Executive branch and the Congress on homeland security, homeland defense, counter-trafficking and intelligence fusion and related appropriations issues. Notably, the United States Coast Guard recently presented Mr. Hollis with its Distinguished Public Service Award for his achievements and record of inter-agency leadership. Prior to his appointment, Mr. Hollis served as Senior Counsel for the House of Representatives Committee on Government Reform, which exercises oversight jurisdiction for all federal agencies. As Senior Counsel, Mr. Hollis advised the Chairman, Committee members and members of the House leadership on a variety of issues before the Congress. Before joining the Government Reform Committee staff, Mr. Hollis served as a Counsel to the House Commerce Committee. Before his service on Capitol Hill, he was in private practice as a trial attorney and lobbyist. In 1988, Mr. Hollis graduated from Princeton University and earned a Distinguished Military Graduate Commission in the United States Army. Mr. Hollis earned his Juris Doctorate from the University of Virginia School of Law in 1991 and was honorably discharged from the Army in 1993. He is a member of the Virginia and D.C. Bars. In addition to his professional responsibilities, Mr. Hollis has served as a Mentor and Vice President for Big Brothers/Big Sisters of the National Capital Area. He is a frequent commentator on Fox News Channel and is a much-sought after lecturer and public speaker.
