David Adams focuses on food and drug law, and in particular the FDA approval and marketing of therapeutic products and labeling of food and dietary supplements. Mr. Adams engages in practice before federal agencies; as well as, in litigation and lobbying. As chair of Venable’s expanding Food and Drug Group, Mr. Adams is experienced in counseling, advocacy before the agency, private business negotiation, legislative advocacy, and litigation. Mr. Adams’s extensive experience in the field includes holding a number of senior positions at the FDA, including Associate Chief Counsel for Drugs in the Office of the Chief Counsel and Director of the Policy Development and Coordination Staff in the Office of the Commissioner. Mr. Adams has provided counsel on numerous successful drug, device, biologic, and food issues and appeals before the agency, and has successfully represented companies in complex litigation involving FDA’s approval processes and other regulatory issues. Mr. Adams has also successfully lobbied Congress on behalf of FDA-regulated companies for significant changes in the law. A noted authority in the field, Mr. Adams teaches Food and Drug Law at the George Washington University Law School . He is an editor of Fundamentals of Law and Regulation (1997), a food and drug law reference text. Mr. Adams has served as Chair of the Food and Drug Law Committee of the ABA Section of Business Law, as well as Chair of the Editorial Board for the Food and Drug Law Journal. Mr. Adams publishes and presents speeches on various FDA-related issues such as marketing and advertising, innovator/generic issues, and FDA regulations, guidelines, and policies.
