Ms. Foxx currently serves as Chief of Staff for Cook County Board President Toni Preckwinkle. She is the advisor and lead strategist to the President of the nation’s second largest county. She is responsible for the management and oversight of a 4 billion budget. Ms. Foxx counsels the President on countywide policies, finances, procedures and programs. She directly oversees the work undertaken by the President’s office to improve public safety while enacting meaningful criminal justice reforms. Her efforts include working reform bond court, improve case processing, and reducing disproportionate outcomes. She is deeply committed to reducing disproportionate contact and the loss of life and opportunity among young minority men and women due to violence. Previously, she served as an Assistant State’s Attorney for Cook County for twelve years. She was a supervisor in the Juvenile Justice Bureau. Her duties entailed supervising the prosecution of juvenile offenders for criminal offences that ranged from simple drug possession to first degree murder. She served as the supervising prosecutor in the murder trial in the death of Fenger student, Derrion Albert. Additionally, Ms. Foxx tried complex high profile jury cases in both the felony and juvenile trial courts. Prior to this, Ms. Foxx was assigned to the Felony Review Unit and Sex Crimes Unit. She has provided training and education on a variety of Juvenile Justice and Child Protection issues, both locally and nationally. She has been published in the IICLE on Juvenile Justice. Ms. Foxx served on the faculty of the National College of District Attorneys, teaching trial advocacy to prosecutors from throughout the country. Prior to working as an Assistant State’s Attorney, Ms. Foxx also worked as a guardian ad litem with the Cook County Public Guardians Office. There she represented children who were wards of the state. In her capacity of GAL she served as an attorney and mentor to children who were involved in the child welfare system. Ms. Foxx is actively involved in numerous bar and civic organizations. She is a past president of the Chicago chapter of the National Black Prosecutors Association. She previously served as Vice President of the Chicago Council of Lawyers. She is an Illinois State Bar Association Diversity Leadership Fellow. She was the recipient of the 2012 Commitment to Justice Award by the Chicago Appleseed Fund for Justice for her work in juvenile justice. Ms. Foxx was named a 2014 Edgar’s Leadership Fellow, a bi-partisan leadership development program for young leaders involved in local and state government with a goal of addressing statewide policy issues. She also sits on the advisory board of the University of Illinois Institute of Government & Public Affairs, the civic and governmental think tank of the University. Ms. Foxx is the President of the board of directors of Planned Parenthood of Illinois. She oversees the operations of the $25 million healthcare organization, committed to providing access to quality, affordable , reproductive health care to those in need—no matter what. Ms. Foxx also serves as President of the Board of Directors of Free Spirit Media. Free Spirit Media partners with schools and organizations to provide education, access, and opportunity in media production to underserved urban youth. Ms. Foxx currently sits on the board of directors for Get in Chicago, a $50 million dollar public/private initiative aimed towards combatting youth violence in the city of Chicago. She is a 2009 Leadership Greater Chicago Fellow, and currently serves on the Board of Directors of Leadership Greater Chicago, Leadership Fellows Association. Ms. Foxx was born and raised in the city of Chicago. As a child she resided in the Cabrini Green public housing complex. She is a proud product of the Chicago Public Schools. She received both her B.A. and J.D from Southern Illinois University at Carbondale. Ms. Foxx is married to Kelley Foxx, and together they have two beautiful daughters, Kai and Kendall.
