Susan Deborah Ebner Birch

Susan “Sue” Birch is the current Executive Director of the Colorado Department of Health Care Policy and Financing. The Department, with a 2016 budget of nearly $8 billion, is responsible for the sole oversight and operation of Colorado Medicaid, Child Health Plan Plus (CHP+), and other public health care programs for Coloradans who qualify. She was appointed to this position by Governor John Hickenlooper in January 2011. Director Birch has a background in nursing and holds a BSN as well as an MBA, both from the University of Colorado at Denver. Before being appointed to her position by Governor Hickenlooper, Ms. Birch served for 16 years as the Chief Executive Officer of the Northwest Colorado Visiting Nurse Association and is a past president of the Home Care Association of Colorado.
