Kathleen Hartnett White

White is the Distinguished Senior Fellow and Director of the Armstrong Center for Energy and the Environment at the Texas Public Policy Foundation. At the Texas Public Policy Foundation, Kathleen directs research and policy on energy, climate change, air quality, water quality & water rights, waste and endangered species. From 2001-2007, Kathleen White was Chairman and Commissioner of the Texas Commission on Environmental Quality, the second largest environmental agency in the world after the EPA. She has served on five Commissions including the Texas Water Development Board, Texas Economic Development Commission, and the Lower Colorado River Authority as well as the Journal of Regulatory Science. A native of Kansas, Mrs. White earned her bachelor's and master's degrees from Stanford University, and currently resides with her husband, Beau, in rural Bastrop County, Texas.
