ANNA L. SPENCER practices in the Health Care group out of the firm’s Washington, D.C., office. Ms. Spencer has experience counseling clients on numerous regulatory and transactional health care matters, including fraud and abuse compliance and investigations, administrative litigation, Medicare and Medicaid reimbursement, privacy and security of health information, the Health Insurance Portability and Accountability Act (HIPAA) and telemedicine. Prior to moving to D.C., Ms. Spencer worked as in-house counsel to a large, diversified health care company where she advised business persons on legal and operational matters. Ms. Spencer represents a diverse group of clients, including ambulatory surgery centers, physician practices, hospitals, E-health providers, diagnostic imaging centers, health care consulting companies and pharmaceutical companies. She regularly advises clients on how to structure their relationships with other health care providers to comply with fraud and abuse, Medicare reimbursement and privacy/security requirements. Ms. Spencer also represents various health care associations in legislative matters. Ms. Spencer has assisted in the defense of a pharmaceutical company in a major civil federal and multi-state investigation involving Average Wholesale Price. Recently, Ms. Spencer assisted a medical device manufacturer in reversing local medical review policies that negatively affected reimbursement for their products. Finally, she has developed HIPAA compliance plans on behalf of national trade associations and frequently counsels both health care providers and business associates on issues surrounding implementation of HIPAA. Ms. Spencer has been invited to speak on fraud and abuses and privacy/security matters by numerous groups such as SunTrust Robinson Humphrey, the Center for Telemedicine Law, Lorman Education and the American Society of Interventional Pain Physicians. She has also authored a variety of articles on fraud and abuse and privacy/security issues.
