Paula Stannard co-leads the HHS Landing Team with Andrew Bremberg. Stannard is a project attorney in Alston & Bird’s Washington, D.C. office, where she focuses on healthcare regulatory advice related to the ACA, the Health Insurance Portability and Accountability Act (HIPAA) and health privacy, health information technology and food and drugs, along with other regulatory and administrative law issues in the healthcare sector. On the issue of universal coverage, Stannard believes that “ensuring access to affordable healthcare is good, charitable, and morally right” but that “establishing a right to healthcare in statute” usually means that there is a “corresponding obligation … usually on the government, to provide it.” Prior to joining Alston & Bird, Stannard served as the deputy general counsel and acting general counsel at HHS under President George W. Bush. In this role, she oversaw the food and drug, civil rights and legislation divisions in the HHS Office of the General Counsel. She also provided counsel and legal advice to the HHS secretary and other senior HHS officials. Stannard holds a bachelor’s magna cum laude from Amherst College and a law degree from Stanford University. She clerked for the Hon. J.L. Edmondson of the United States Court of Appeals for the Eleventh Circuit.
