J. Barry Davis

In a wide variety of federal, state, and local regulatory matters, the Regulatory Affairs Unit counsels and represents numerous City officials, including the Deputy Mayor for Transportation and Public Utilities; the Deputy Mayor for Economic Development; the Director of the Mayor's Office of Sustainability; the Chief Executive Officer of Philadelphia International Airport; the Directors of Air Management Services, Emergency Management Services; the Water, Streets, Gas, and Health Commissioners. The Unit also counsels and advises the City concerning SEPTA and the Philadelphia Gas Works (PGW); and works closely with other Law Department attorneys in a variety of matters. Unit matters include regulatory counseling related to aviation and other transportation, the environment, energy and security; environmental enforcement and compliance; commercial transactions; rates and other public utility filings; and other legal support for our clients' missions and responsibilities. Barry Davis has been a Law Department attorney since 1991. He has served in the Regulatory Affairs unit since its inception and his prior positions include Divisional Deputy for Water Law. Prior to joining the Law Department, Barry was the executive director of a energy conservation foundation. He is a 1991 graduate of Temple University School of Law and has an M.S. in Urban Affairs from Hunter College. Barry is a past president of the Delaware Valley Environmental Inn of Court and the Roxborough Development Corporation.
