Ms Foster is an expert in health care policy and also has considerable knowledge of Social Security, housing, aging, and environmental issues. Ms. Foster most recently served as the senior health policy advisor to Senator Jack Reed on the Senate Health, Education, Labor and Pensions Committee. During that time, she worked on a number of major health initiatives and reauthorizations under the Committee's jurisdiction, including FDA reform, public health, children's health, bioterrorism, health IT, mental health parity, Ryan White, SAMHSA reauthorization, Older Americans Act, Patient's Bill of Rights, and health care workforce development and training. During her tenure in the Senate, Ms Foster earned the respect of colleagues on and off the Hill for her political acumen as well as her ability to work effectively across party lines. She also worked extensively on health care appropriations and was actively involved in legislation under the purview of the Senate Finance Committee dating back to the Balanced Budget Act of 1997.
