Mr. Low co-founded the law firm of Low & Cohen, PLLC in September of 2009. His practice principally includes representation of insurers, insurance associations and institutions before the Arizona Legislature, the Arizona Department of Insurance, and other governmental agencies and offices both inside and outside the state of Arizona. He has also served as an adjunct professor of law at the Arizona State University College of Law teaching a third year course on insurance law. He is a registered lobbyist for the Arizona Captive Insurance Association and has participated in the formation of numerous Arizona and offshore captives. Prior to the formation of the Firm, Mr. Low enjoyed a lengthy tenure in public service. Most notably, he served in the capacity of Director of the Arizona Department of Insurance (1980-1984), as Director of the Arizona Department of Administration (1984-1985), as Chairman of the Governor's Cabinet and Chairman of the Governor's Regulatory Review Council. Mr. Low was a partner with the Phoenix law firm of Jones, Skelton & Hochuli (1985-1990). Thereafter, he was a founding shareholder in the Firm of Low & Childers (1990 - 2009).
