Iwilofermyfulstatementtobeplacedintherecord,andI wouldliketojusthighlightifIcould.
Mr.Chairman,manyearsago,whenIenteredSalemHigh Schol,itwasabrandnewbuilding;itwasmadeofbeautifulbrick, andtherewereabout1,80students.Inthebackofthebuilding wasaparkinglot,andinthemidleofthatparkinglotwasagray concretebuildingnobrickdesignedsomewhatasprisonsarede- signed,Iguesandthatwastheshop,caled"theshop".Andif youhadindicatedstronglytoyourcounselorortoyouradvisor thatyouhadnoplanstogotocolege,forwhateverreason,you werecounseledto"theshop",detachedfromthemainbuilding.
Thechairmanthismorningofthisoutstandingcomision talkedaboutthelitismthathasdevelopedovertheyearsinour
educationsystems.Icaliteducationalsnobery. Iamproudtobeaproductoftheliberalarts.Ibelieveinliberal
artseducation.Nevertheleseverystudent,eveninmygeneration, wasnotheadedforcolege,andyetthecuriculumwasgeared solelyandexclusivelyforcolegepreparatorywork,asumingthat everybodyatleastshouldgothroughthatsamecuriculthn.
Manyearslater,whenIbecameGovernor,havingcomeoutof
theacademicfieldinaprivateuniversityrole,theasumptionwas
thatmybudgetwouldcarythehighestpriorityforthexisting4-
yeardegregrantinginstitutions.Wewereinarecesionatthe
time,therewasatightsquezeonmoney,andIindedputthetop priorityonhighereducation.Butatthesametimewelauncheda
comunitycolegeprogramwhichwastobeatwo-yeartransfer anda2-yearterminalprogramfocuseduponvocational-technical education,builtuponaveryimportantstudythathadbensetup bythelegislature.Sowehadinaparalelpatern,sotospeak,the databaseonthened.Inalofthis,wewerehoping'atthesame timetodrawintoagreaterrolethebusinescomunity.
Now,Ionlytelthatlitleincident,thatistotalyirelevant,per- haps,tomany,butstiltoilustratethepointthatwhatisproposed inthispieceoflegislationisinovativebutnotstrange.Itisfound- edonabroadbaseofinformationandatatogiveitauthenticity andtofocusonthened.Ithinkitisalsoinitsrealesencenotan eforttoFederalizedtheproblembut,ifanything,todecentralize theproblemintotheareaswhereresourcesalreadyexist.
Ithinkto,oftentimes,weasumethataproblemhastobeFed- eralizedinordertodealwithit,andoutofthatcomesfrustrations ofbureaucracyandfrustrationsofcostsandrisingcostsandad-
ministeringaprogram,andlesandlesoftheapropriateddolar thatactualyevergetstotherecipient,forwhomtheprogramis realycreated.
Buthere,whatwearedoingismaximizingwhatisgoingonout

Wedon'tknowitisgoingtowork.WhenVeraKatz,our first ofourHouseofRepresentatives,thePortlandrepresentative,
proposedthis,itwasgretedwithgaspsofdisbelieforsurprise, mixturesofvariousemotions.Butaspeoplebegantolokatitand studyit,likeanythingelsethatbreaksthetraditionsandletme
telyou,traditioncanbeaverygreatcontinuityofhistory,buttra- ditioncanalsobeagreatimpedimenttoprogresandIthink sometimes,comingoutofthefieldofeducation,Icansaythis,that someoftheworstexamplesoffosilizedtraditionsareineducation- alinstitutionsandstructuresthemselves.That'snottosaythey arealthatway,butIcertainlyfoundthatinmyownpersonalex- perience. there,
Sothatconsequently,wearemaximizingtheactivitiesout

IamveryhopefulthatwewilgetaringingendorsementbySec- retaryAlexanderandbytheadministrationoficialsforthis.After al,itwasbipartisanfromitsfounding;itisbipartisaninitsintro-
duction,anditwilonlybesucesfulthroughbipartisanefort. Andthereisenoughoftheproblemtheproblemisso'hugeI

thinkanyefortiscomplementarytoanyotherefortandnotcom- petitiveinthatsense.
SoImakethosecomentsinthesenseoftryingtolaythefoun- dationforpublicunderstandingthatwearenotsayingtobusines "Youarederelict";wearenotsayingtolocaleducationalinstitu- tions"Youarebenightedandnotfacingyourresponsibilities"we arenotdoingthisasacriticalaction;wearedoingittometa criticalproblemandemployingalofourresourcesandgivingop- portunitiesforalofthemtoparticipateinthesolutions.
Itisveryinterestingtonotethattn1909,HenryFordproduced hisfirstModelT.Historytelsusthatitcostabout$950.Withina veryshorttimeHenryFordwasproducingModelTsfromthefirst movingasemblyline,andthatbroughtthepricedownto$30.In- creasedtechnology.
Then,itwasveryinterestingby1914,hewasproducingone automobilevery24seconds,andhewaspayinghisemployes$5 perhour,whichwasabouttwicethewagerateoffactoryworkers in1914,andinparttokepthemonthejob,becauseitwasamo- notonous,dehumanizingexperience.
Now,youcouldsaythatwearenowfacinganotherlevelorera inthedevelopmentofproduction.Todayitisnotsomuchthatwe saythoseasemblyarebeing"maned'withthehumanfactorin theword,notbypeople,butbyelectronicmonitors,robotarms, computers,etc,etc,becauseoftheNation'stechnologicaladvances. ButthesadnewsisthatmanyofourNation'syoungpeopledonot posestheskilsandknowledgetoeitherpursuehighereducation orenterthatworkplacetoworkthesehightechnicalpositions.
Sothistomeistheoportunitytoatleastadresthesubject. Thereisnopanaceathatisgoingtocureveryfacetofit,butcer- tainlyitisastepthatissoimportanttotake,andIamveryhon- ored,Mr.Chairman,tobeasociatedwithyouagaininaneduca- tionalcauseandtobeincompanywithourdistinguishedcol-
leagues,Mr.GephardtandMr.RegulafromtheHouseofRepre- sentatives.

PREPARED STATEMENT OF SENATOR HATFIELD
Mr.Chairman,Iwouldliketocomendyouandyourcoleaguesforyourleader- shipinthecriticalisuesofworkplaceskils,schol-to-worktransition,andeconom- icompetitivenes.
IamproudtobeherethismorningrepresentingmystateofOregon,whichas takenanationalyprominentroleInadresingtheseIsuesInrelationtoitspublic educationsystem.TheproHemswefaceare,unfortunately,oneconsequenceofthe Inabilityofoureducationalsystemstokepupwiththerapidlychangingtechnolo- gyintheworldoutsidetheclasrom.
WhenHenryFordmarketedhisModelTin1909,hesold1,0ofthemfor$950 apiece.Whenheintroducedthemovingasemblylineafewyearslater,theprice plungedtounder$20,andby1914hisfactorywasturningoutoneModelTevery 24seconds.Ford'sworkerswerepaid$5perday,almostdoublethewagesofother factoryworkers,topreventthemfromquitingwhathasbendescribedas"themo- notonous,dehumanizingasemblyline."
