Vendor Highlights

Background
The Israeli health system has generated enormous amounts of structured and
unstructured data, driven by record keeping, compliance & regulatory requirements, and
patient care. The diversity of Israeli population, the structural characteristics of the Israeli
health system, and the systematic collection and storage of data on millions of patients
during decades has generated a unique and continuously growing dataset which enables
unprecedented research. These massive quantities of data hold the promise of supporting a
wide range of medical and healthcare functions, including, among others, clinical decisionsupport, disease surveillance, population health management, predictive and proactive
healthcare, and evidence based health policy making. In order to turn this data into
actionable recommendations, the Israeli Ministry of Health has issued a tender for Big Data
Analytics.
The Technological Challenge
Nationwide, healthcare oriented Big Data Analytics is a complex task, which requires
innovative technology and Digital Health know-how. The tender seeks to match the unique
dataset and collection capabilities of the Israeli health system with the experience and
roadmap of a high-end, visionary and reliable vendor, in order to design and implement an
end to end, long term big data analytics solution, which will evolve as new big data
technologies enter the market. This will require, for example:
Strong Analytical Capabilities: system should enable predictive and prescriptive
analytics, using machine learning and data mining techniques.
Scalability: System should enable administrative, functional, and heterogeneous
scalability, as the variety, volume and velocity of data continuously increase,
together with analysis complexity and diversity.
Creative Architecture: System should be bases on an open architecture, enabling
integration of new data types, technologies and workflows.

Workspace Flexibility: The system might be partially deployed on-premise, and
partially cloud based, hence flexibility in deployment and operation is required.
Data Flow Flexibility: While part of the data should arrive near real time from
dozens of sources, the system should also enable a decentralized modus operandi in
which data is kept in its originating agencies, and calculation involves on-demand
data transition, or ideally distributed calculations.
Privacy by Design: The system is designed to deal with de-identified data, and
should integrate with advanced tools for defending population's privacy, and comply
with the highest information security standards.
Readiness to Scale: As the interest in the Israeli healthcare and Pharma industry in
the project is high, we anticipate the system to expand far beyond the ministry of
health itself. Hence, system should be designed to meet the needs of various types
of users.
The Implementation Challenge:
As Big Data analytics is an extremely dynamic arena, this project requires out-of-thebox thinking, and willingness to walk side by side with the ministry in designing future
expansions and workflows. The vendor should be ready for:
An agile project with an agile mode of work, with stable vision and dynamic
requirements.
A project which will require integration with different types of solutions, in
order to enable an optimal collection and analysis flow.
A project which requires the vendor to come up with creative solutions,
beyond standard products.
Tender Outline:
The ministry is looking for a strong set of innovative analytical tools, well integrated into a
reliable and complete solution. Hence:
Quality Evaluation will focus on data pre-processing and processing capabilities,
strong, diverse and flexible analytical capabilities, user experience, visualization,
interfaces and additional capabilities.

Evaluation will relate to a few key use cases and the requirements which are derived
from these use cases. Example for these use cases are the use of big data analytics
for:
o Early detection of pre-diabetic indicators
o Personalized Chemo-Therapy for Melanoma patients
o Early detection of facilities which risk public health
o Dynamic ambulance allocation
o Identification of mammography images which require additional attention
o Decision Support System for drinking water quality optimization
o Decision Support System for optimal taxation/subsidy of health influencing
products
As the balance between information security and strong analytics may require
hybrid workflows, in which some of the data is stored on premise while some is
stored in the cloud, 60% of the evaluation will be determined according to the cloud
based solution offered, and 40% will be determined according to the solution
installed on premise.
The tender evaluation is based on a 70% Quality, 30% Cost principle, emphasizing
the Ministry's interest in a strong vendor and advanced solution. However, as the
project is a governmental project, with limited resources for its first stage, the
ministry expects attractive bids for the establishment of the first stage platform,
assuming that the project will gradually evolve to products and services which are
not yet available in the market, based on a close relationship with the selected
vendors.

The ministry seeks for a vendor who comprehends the potential of big data to revolutionize
healthcare, and is willing to partner with the ministry in order to turn this potential into
reality. This vendor will:
Own a strategic, unique project in the governmental sphere and in the healthcare
arena.
